Outside of the item unlocks from shops as you level up, your Guerilla Rank determines enemy presence, toughness, fortification, etc. It's a passive mechanic to keep enemies challenging as you get better gear and get better at the game, while not region locking the map so you have to go places in a specific order. The Kukly were a new threat for the game, but they fit right in with the mythos and don't detract from the experience. The same is true of the story bits that are hidden in the DLC. It's obvious IMO Far Cry has always had a limited range of guns. Far Cry 5's guns are kinda weird in that a lot of them are redundant, but all the Far Cry games only offer you a sample-platter of guns, where most of them will only fulfill one function and thus preclude the use of other guns.
