You need to first purchase the facility (cheapest is the paleto bay facility) second purchase the Khanjali, now you need to purchase the avenger AND the vehicle workshop for the avenger. Once you have done all of that, go back to the facility with the avenger and the Khanjali inside. This should allow you to modify it.
